Alnae

 

Alnae is an empire that has held power since Thenica was still during it's Era of Discovery. The large empire is well unified under strong elven rule, giving their lands a very monotonous feel as a whole but the stability and quality of life are well desired. They are ruled over by the council, a formation of several representatives from all throughout the empire who decide how things should be done.

The culture of alnae is slow to progress, racism is still present in the system as the standing higher class (elves, gnolls, and dragonborn) refuse to share their long standing wealth and power. With a history of slavery only recently ending racial tension is still strong which results in many defections to some of the many Shetou houses.

-The Council-

The council is composed of the low and higher seats, the low seats belong to individual governers and people of importance who control smaller details such as individual countries, companies, or instutions dedicated to science/education/etc. The high seats on the council are composed of those guiding the actions of planets or other similarly large things. Amongst the high seats are the three galactic representatives, elected by the high council.

The lower seats of the council are acquired by invitation from the higher seats, often extended when a new governer comes into power or when a research institution earns enough recognition it's owner will receive the offer. These lower seats give prestige to those who hold them, and a chance for their voices to be heard during meetings.

The higher seats work similarly to the lower ones, except that at least three quarters of the higher council must agree to extend the invitation. The high council works through voting most often, which makes invitation hard to acquire as it would diminish the voting power of those already seated. When a high council member is to retire, he may relinquish his seat to a chosen successor to continue representation for their interests. This method does not require voting, as such it is sort of tradition for councilors to just give the job to their children or someone else they happen to like. Generally a new high council position opens when new planets are colonized with enough of its landmass and economy under Alnae's control and the need for its representation on the high council becomes apparent.

In recent times due to the expansion of the empire's size thanks to colonization of new planets, the council has started to become larger and political processes have slowed.

 

The Alnae Intelligence Corps, A.I.C., is the great arm of Alnae's information resources. Literally every piece of intelligence that they ever acquire goes through this organization, this is so that otherwise unrelated or classified information has a chance to fall into the hands of other people who might need it. A military general can discover the location of something and not even care but it could be a vital clue to an investigation somewhere else. A.I.C. insures the information gets around.


The C.O.A. or Covert Operations Agency, is a group of Alnae patriots who have been tasked with a large variety of work intended to be kept from full public knowledge. This isn't as shady as it sounds, it is to protect the people from knowing how close to disaster Alnae can come sometimes, even from itself. The C.O.A. are the reason that Alnae still stands, and the reason it can maintain a very high degree of security for its citizens even when legal processes are cluttering things up.
